Problem

The City of Westminster recognized the challenges in offering competitive pay and total rewards to their Director/Division Managers. After conducting a thorough RFP process, HR Advantage Group was selected to address the city’s concerns, identifying a strategic set of potential solutions designed to enhance the City of Westminster’s Total Compensation and Total Rewards (TCC) framework. 

Solution

To gain a comprehensive understanding of the current market landscape, we conducted a market pay analysis using salary survey data, recognizing the importance of accurate and up-to-date information. It was identified that the City of Westminster was using somewhat specific and limited benchmarking data; our team recommended incorporating local but broader survey data for a more comprehensive view. Additionally, through our independent research and in-depth knowledge of both the public and private sector, we identified a comprehensive list of total rewards for consideration that included ideas new to the public sector.

One significant and unanticipated outcome of this project included the revamping of the leadership salary structure, incorporating new benchmark data to ensure competitiveness. To further enhance the City of Westminster’s total rewards package, our team recommended a comprehensive list of offerings. This included additional retirement match at the leadership level, supplemental benefits, PTO enhancements, and other innovative measures to attract and retain top talent in leadership positions.

Results

Birdie updated the Director/Division Manager salary structure, informed by broader survey data, and ensured competitiveness in the job market. The comprehensive list of total rewards not only addressed immediate concerns but also positioned the City of Westminster as an attractive employer, offering a holistic and appealing package for leadership positions. This strategic approach to Total Compensation and Total Rewards strengthened the City of Westminster’s ability to attract, retain, and motivate key leadership talent in a competitive employment landscape.
